SUMMARY:CBD COP16 and Climate COP29: Shared Learnings\, Collaborative Solutions\, and the Way Forward
DESCRIPTION:2024 remained a crucial year for international policy making on climate and biodiversity issues\, two issues directly interlinked with the rights of the Indigenous Peoples. The 16th meeting of the Conference of the Parties to the Convention on Biological Diversity (CBD COP16) was organized in Cali\, Colombia from 21 October – 01 November 2024. Right after it\, the Conference of the Parties of the United Nations Framework Convention on Climate Change (UNFCCC COP29) took place in Baku\, Azerbaijan from 11- 22 November 2024. Both of these COPs remained historic in terms of setting key outcomes such as establishment of Permanent Subsidiary Body on Article 8 (j) and Setting a New Climate Finance Goals of mobilizing USD 300 billion per year by 2035 and scaling of climate finance to developing countries to at least USD 1.3 trillion per year respectively. \nThe establishment of Permanent Subsidiary Body on Article 8(j) by CDB COP16 is being celebrated by the Indigenous Peoples globally because the Article 8(j) of the Convent on Biological Diversity recognizes unique role of Indigenous Peoples in conserving biodiversity and their dependency on it. Through the Subsidiary Body Indigenous Peoples for the first time will be able to formally participate and contribute directly to the CBD’s decision making related to knowledge of the Indigenous Peoples and equitable benefit sharing among other things. On the other hand\, International Indigenous Peoples Forum on Climate Change (IIPFCC) also known as the IPs Caucus has called out COP29 outcome for failing to deliver the adequate climate finance\, excluding the human rights and rights of the Indigenous People and prompting false solutions. \nThe coming years are crucial for advancing the implementation of these outcomes although it falls short in addressing rights of the Indigenous Peoples. The Indigenous Peoples\, especially Indigenous Women who holds the key position as custodians of the Indigenous knowledge and practices will be directly impacted by decision-making and action plans around these procedures. Given the limited access of Indigenous Peoples to resource distributions\, the philanthropy sector plays a crucial role in addressing the gaps left by climate finance mechanisms both in terms of quantity and quality of funds (e.g. accessibility\, availability\, and terms and conditions). \nAs a way forward to realize the rights of Indigenous Peoples recognized in both of these Conventions\, it is imperative to work in collaboration and learn from the process and best practices of each of these mechanism in terms of respecting rights of the Indigenous Peoples. With this overarching goal we are organizing this event to pave the way forward for COPs in 2025 to work\nmore collaboratively across biodiversity and climate sectors with our members and the community. \nObjective of the session:\n1. SUMMARY:Commitments in Action: Direct Investment in Indigenous Women to Advance Climate Resilience
DESCRIPTION:The event will feature an engaging panel discussion with cross-sector representatives of Indigenous Women’s movement\, the feminist climate justice advocates\, and donor community to\namplify the voices for making climate finance directly accessible to Indigenous Women. Indigenous Women´s leadership in preserving ecosystems\, managing natural resources\, and\nimplementing climate adaptation strategies is indispensable. Yet\, they remain systematically marginalized and excluded from accessing resources. This exclusion results from multiple\nbarriers\, including structural inequalities\, exclusion from decision-making spaces\, and insufficient gender-responsive climate financial instruments. The climate finance mechanisms and climate philanthropy are ridden with complex bureaucracies\, limiting the direct access of Indigenous Women. Majority of climate finance also continues to flow through intermediaries such as big INGOS\, UN entities and Multilateral Development Banks (MDBs) who often invests in large scale mitigation projects instead of funding climate adaptation or locally led initiatives. Therefore\, without direct access to climate finance\, Indigenous Women face significant challenges in scaling climate adaptation and mitigation efforts. \nTherefore\, we are convening at COP29 which sets a new climate finance goal\, to discuss and recommend way forward for making resources available to Indigenous Women which empowers\nthe self determination of Indigenous Women in taking climate action.\nObjective\n• Assess the current status of climate finance mechanisms and existing gaps\, particularly in ensuring direct funding to Indigenous Women\n• Discuss pathways to create more inclusive\, equitable\, accessible and direct climate finance models to close the finance gap\n• Foster collaboration among funders to scale up financial support for Indigenous women’s climate project. \nREGISTER HERE

DESCRIPTION:The event will be an engaging panel discussion with representatives of Indigenous Peoples Led Funds (ILFs) to shed light on critical role Indigenous Peoples are playing in reshaping the traditional climate financing by making it accessible to the Indigenous Peoples. SUMMARY:Commitments in Action: Direct Funding to Empower Indigenous Women in Climate Resilience
DESCRIPTION:Context/Background:\nIndigenous Women have long been recognized as stewards of the environment\, holding Indigenous Knowledge critical to biodiversity conservation and climate resilience. Their leadership in preserving ecosystems\, managing natural resources\, and implementing climate adaptation strategies is indispensable. Yet\, they remain systematically marginalized and excluded from accessing resources. This exclusion results from multiple barriers\, including structural inequalities\, exclusion from decision-making spaces\, limited financial literacy\, and insufficient\ngender-responsive financial instruments. \nThe $1.7 billion climate pledge made during COP26 was aimed to address these inequities\, but progress has been slow. As of 2022\, only 7% of the total funding reached Indigenous Peoples and local communities (IPLCs)\, with just 2% being directly channeled to Indigenous-led organizations. Most climate finance continues to flow through intermediaries such as Multilateral Development Banks (MDBs) like the World Bank Group\, IMF and commercial financial institution. The climate finance access mechanism is ridden with complex bureaucracy\, limiting the direct access of Indigenous Women and their communities. Without direct access to climate finance\, Indigenous women face challenges in scaling their climate adaptation and mitigation efforts\, which are critical to both local and global climate goals. Furthermore\, the recent study conducted by IFIP and FIMI shows that of the 28.5 billion philanthropic grants given from 2016-2020 to supporting women and girls\, only 392 million (1.4%) was allocated to organizations benefiting Indigenous Women. \nAs global climate finance continues to expand\, there is a critical need to address these structural barriers and ensure that Indigenous women have the resources required to scale their work effectively. Philanthropic organizations have a crucial role to play in filling funding gaps and supporting Indigenous women-led initiatives through targeted funding mechanisms. \nObjectives\n• Assess the current Status of Climate Finance and the gaps in existing financial mechanism\, particularly in ensuring direct\, funding to Indigenous Women\n• Discuss pathways to create more inclusive\, equitable\, accessible\, and direct climate finance models to close the finance gap.\n• Foster collaboration among funders to scale up financial support for Indigenous women’s climate projects. \nKey Outcomes:\n• Amplify understanding of Indigenous Women’s contributions to climate resilience and their critical need for climate finance to support their leadership.\n• Identify key gaps preventing direct funding access for Indigenous women.\n• Strengthened commitment from funders to implement and support financial models that prioritize direct\, equitable funding for Indigenous women-led climate initiatives \n  \nREGISTER HERE

SUMMARY:An Eye Towards COP29
DESCRIPTION:Climate finance will be a key agenda in the upcoming COP29. Negotiation will focus on establishing a new climate fiancé goal\, known as the New Collective Quantified Goal on Climate Finance (NCQG)\, which is likely to aim for trillions of dollars annually to support climate adaption\, mitigation and loss and damage. The NCQG is set to replace the USD 100 billion goal annually by 2020 established in COP15\, which has failed to meet the growing demand of climate finance.\nIndigenous People’s organizations and philanthropic communities have a crucial role to play in shaping these new climate finance goals by amplifying the key demands of Indigenous Peoples atCOP29\, including:\n1. Climate finance goals that equally target mitigation and adaptation projects as Indigenous Peoples are closely tied to natural ecosystems\,\n2. Funding to preserve traditional and Indigenous knowledge\, support climate resilient livelihoods and Indigenous-led conservation initiatives.\n3. Climate finance mechanisms which are directly accessible with fewer bureaucratic hurdles and managed by Indigenous Peoples.\nTherefore\, we urge philanthropic communities to take a leading role in shaping the new climate finance foals and delivery mechanisms. \nTo amplify the Indigenous voices and address their priorities at the United Nations Climate Change Conference (COP29) in Baku\, Azerbaijan\, this year\, International Funders for Indigenous Peoples (IFIP) is hosting a pre-COP29 briefing webinar titled “An Eye Towards COP29” where we invite you to join us as we  explore key issues on the COP29 agenda that impact Indigenous Peoples and the financial resources needed to support their rights. We’ll also delve into the New Climate Finance Goal (NCQG) and discuss the demands from Indigenous communities around this goal. This event will provide a unique opportunity for funders to collaborate with Indigenous Peoples and find new ways to mutually support advocacy efforts at COP29. \nPanelists:\n1.
